THE COST OF ELECTRICITY
IN CALIFORNIA AND THE U.S.

According to U.S. Energy Information Administration (EIA):

The Cost Of Electricity in California rose by five times more than in the rest of the United States.

The cost of electricity in California is not only substantially higher than the average cost in the U.S., but this trend is expected to continue well into the future because of additional demands for energy in the marketplace.

In the San Francisco Bay Area, for example:

  • The Average Price Of Electricity Increase: 12.6% Per Year or total increase of 38% (from 0.229 to 0.317 $/kWh) during a three-year period between 2020 – 2023.
  • The Average Price Of Natural Gas Increase:  28.6% Per Year or total increase of 86% (from 1.44 to 2.68 $/therm) during the same period.

NET ENERGY METERING IN CALIFORNIA

Net Energy Metering, or "NEM", is a special billing method that was introduced by the California Public Utilities Commission (CPUC). This method was originally designed to provide credit to customers with solar PV systems for the full retail value of the electricity their system generates. Under NEM, the customer's electric meter keeps track of how much electricity is consumed by the customer, and how much excess electricity is generated by the system and sent back into the electric utility grid.

NET ENERGY METERING – THREE METHODS

  • NEM 1.0.
    The first Net Metering method, called NEM 1.0, was introduced by CPUC in 1996. Based on this method, the customer must pay only for the net amount of electricity used from the utility over-and-above the amount of electricity generated by their solar system (in addition to monthly customer transmission, distribution, and meter service charges they incur) over a 12-month period.
  • NEM 2.0
    The NEM 2.0 method later replaced the NEM 1.0 method. Based on this method, utility companies could impose limits on the amount of energy that homeowners could send back to the grid under NEM 2.0. In the event of a new NEM tariff, the NEM 2.0 customers are grandfathered to their tariff for 20 years from their PTO (Power-Turn-On) date. The 20-year NEM tariff grandfathering did not include grandfathering the customers’ Time-of-Use rates. To participate in NEM 2.0, customers must have a compatible meter, such as a SMART meter.
  • NEM 3.0
    The NEM 3.0 method subsequently replaced the NEM 2.0 method in California and went into effect in April 2023.

HOW NET METERING REALLY WORKS?

  • Your solar PV panels on the roof convert the energy from the sun into DC (direct current) electricity.
  • Inverter, which is an integral part of your solar PV system, converts the DC electricity into AC electricity (alternate current).
  • You use the AC electricity in your house for all appliances.
  • The unused portion of the AC electricity is transferred via your electrical meter into the electrical grid and you receive a credit on your account.
  • Later, when you use electricity from the grid, the credit on your account will apply first, and you will only pay for the difference, i.e. the net amount. For this reason, this process is called Net Metering.

NET ENERGY METERING BENEFITS

Net Energy Metering is a gateway for optimizing the rate of return on a solar investment and it offers the following benefits:

  • Allows some customers to zero-out their bills.
  • Credits some customer accounts at full retail rates.
  • Accurately captures energy generated and consumed, providing customers with annual performance data.
  • Converts solar generation into power bill savings.
  • Makes home solar systems more affordable.
  • Reduces transmission costs for utility companies.

CALIFORNIA INTRODUCES NET ENERGY METERING 3.0

The California Public Utilities Commission (CPUC) regulates all aspects related to the Net Metering Program in California. Recently, CPUC introduced Net Energy Metering 3.0 Or NEM 3.0 Tariff in California which dramatically reduces the value of solar energy for residential solar customers. The NEM 3.0 changes went into effect on April 15, 2023.

  • NEM 3.0 reduces the export rate for residential solar electricity by around 75%, from an average of 30 cents per kWh to 8 cents per kWh. Lower export prices will increase the payback period for solar owners under NEM 3.0 and decrease the overall savings.
  • Based on NEM 3.0, a solar system still remains a financially viable option for homeowners. The savings won't be the same as your neighbor's system that was grandfathered into NEM 2.0, but a home solar system is still far more affordable than buying utility electricity in California
  • While your payback period for a solar-plus-storage system may still be higher under NEM 3.0 than under NEM 2.0, it's now less than if you install solar. This means that under NEM 3.0, you'll save the most over your solar energy system's lifetime if you add a battery.

COMPARISON BETWEEN NEM 1.0 - NEM 2.0 - NEM 3.0

  • NEM 1.0
    NEM 1.0 is known as the “original net metering” version. Under NEM 1.0, homeowners with solar panels could send excess energy back to the grid and receive credits at the retail rate, which is the same rate they pay the utility company for energy. This effectively allowed homeowners to “sell” their excess energy back to the utility company.
  • NEM 2.0
    NEM 2.0 is known as the “modified net metering” version. Utility companies could impose limits on the amount of energy that homeowners could send back to the grid under NEM 2.0. This was done to keep the grid from becoming overcrowded and to keep the utility company profitable. However, homeowners could still receive retail-rate credits for the energy they returned to the grid.
  • NEM 3.0
    NEM 3.0 is known as “successor net metering,” is the system’s most recent version. Utility companies now have more leeway in how they compensate homeowners for the energy they send back to the grid under NEM 3.0. Offering credits at a lower rate than the retail rate or requiring homeowners to pay a fee to send energy back to the grid could be examples of this.

FINAL ANALYSIS

  • NEM 1.0 is most beneficial to homeowners, while NEM 3.0 is most beneficial to utility companies.
  • NEM 2.0 is a middle ground between the two.
  • Homeowners should be aware of their state’s net metering policies, as they can significantly affect the financial returns of a solar panel installation.

HOW MUCH DO YOU PAY FOR YOUR ELECTRICITY?

Do you realize that when you use more Electricity, you are being charged a higher rate? For example, a bill from Southern California Edison®, or SCE, will limit your use for low electricity rate, based on a few hundred Kilowatt-Hours or kWh you use every month. Once you exceed that limit, SCE will charge you a higher rate based on a Tiered Rate Plan.

Important Note: A Kilowatt Hour (kWh) is a measure of energy. So, a 1,000-watt drill needs 1,000 watts (1 kW) of power to make it work and uses 1 kWh of energy in an hour. That's why, if you leave a TV or computer on standby, it is still using power and creating a kWh cost on your energy bill.

  • This is a traditional billing plan.
  • You pay a single rate per kWh for a “baseline” amount of energy used each month.

  • TOU Plans feauture different rates based on the time of day when electricity is used.

The answer to this question will depend upon several factors and then get ready to be shocked:
